Data Sharing: Common Rules Before Common Files

Date:

Two organisations can exchange files while still interpreting the contents differently. Useful data sharing requires a common understanding of the information and the conditions for using it.

Governance alongside infrastructure

Common European data spaces combine shared infrastructure with governance frameworks and access rules. The Commission describes this approach in its Commission overview of common European data spaces.

Clarify the meaning

Imagine two fictional transport teams recording service interruptions. If one counts cancelled trips and the other counts minutes of delay, combining the columns would create a misleading result. Definitions need attention before totals are compared.

A report should explain what data are shared, who may use them and which limitations remain. Technical connectivity is only one part of a usable exchange.
