The EU Digital Decade programme includes connectivity and basic digital skills among its priorities. The Commission explains the framework in its Digital Decade policy programme overview.
Ask what the figure covers
In a fictional apartment block, a coverage map might show that a connection is available. It would not establish whether every household has a suitable device, a subscription or the confidence to complete an online form. These are separate questions.
Coverage, service use and successful task completion should therefore be reported as distinct measures. A strong headline does not combine them into one unsupported claim.
